Yes, you don’t need to know how to swim if you are doing an introductory dive but you do if you want to complete a diving course.

According to Turkish Federation rules, the minimum diving age in Turkey is 14.
How many metres is the Introductory dive?
The Introductor dive is a maximum of 5 metre accompanied by trained instructors and assistants.
